Innovative Emergency Management (IEM) is a Baton Rouge, Louisiana headquartered risk management company founded in 1985. It is headed by CEO Madhu Beriwal. <ref>Innovative Emergency Management homepage</ref>
On June 3, 2004 IEM was contracted by the Department of Homeland Security/Federal Emergency Management Agency to provide a catastrophic hurricane disaster plan for Southeast Louisiana and the City of New Orleans. The contract award for this plan was $500,000. <ref>Award Announcement</ref>
As preparation to the plan, IEM created a computer catastrophe model of a category 4~5 hurricane called Hurricane Pam. The last mock training exercise with "Hurricane Pam" was conducted on August 24, 2005. Hurricane Katrina made landfall on August 29, 2005 less than a week after this last simulation. Since Hurricane Pam was the first step in creating an emergency response an actual written response plan was not completed before Katrina made landfall <ref>Hurricane Pam Simulation</ref>.
